Further thoughts : This article from Wired News shows that they practice for stuff like Katrina. ADCIRC Development Group (Advanced Circulation Model) have this to say about the 'Hurricane Pam' exercise...complete with computer simulation.

FEMA had this to say on concluding the exercise...and the press release that went with it. (
update : oh, it's gone - try this from Innovative Emergency Management Inc. instead.)

Louisiana State University Hurricane Center were involved in the exercise and said this about it. The Louisiana Homeland Security and Emergency Preparedness site had this to say before the exercise began - dated July 20th 2004.

I think peoples taxes pay for better defences then a levy that protects upto a Force 3 hurrican, in a state that is in or very close to hurricane alley. I'm suprised the authorities didnt plan for a double catastrophe as they said. Its not a completely radical suggestion... We will see when the trouble dies down and the politicians can start poking holes in the excuses..
I am also suprised that a supposid city evacuation didn't included the poor black population...

It appears that the people who got out were the ones with cars and trucks. No-one seems to have bothered about anyone else.
