Apparently this is the dossier that was taken by the Imams around the Middle East.

Update : I forgot to mention this incident in Pakistan. Yet another case of Muslim killing Muslim.

Surely if the Imams took the portfolio to the Middle East they are more culpable - they, after all, know that it offends... and yet they choose to futher promulgate the offense.
I think the word that comes to mind is "hypocrisy".
